Are posts only shown to people who follow me?

So, I sometimes want to share opinions and stuff with the community, but according to rules I should only post questions in discussions, and I should use post instead for other stuff, but no one really sees my posts, and I don't see posts others make too, only some from people I follow.

No your posts are not only shown to the people who you follow.
Everyone get their own individual suggestions in their activity feed so other than your followers anyone can view your posts in the activity feed.
