<header> is HTML5 document structure element. <head> is an HTML element used to contain meta tags, title, style files links and so on.

The head tag is used to describe the document information. In it, the meta, title, style, link and a few other tags are placed. The header is for encasing content to be used as a heading. It is used in the body tag - in the content of the document.
