Yes, it is true. But that is not quite accurate today.
HTML you see is a descriptor for a document in the field of academia, or atleast it was designed that way initially.
Thematic breaks are inserted between paragraph that have different contexts just like the lines you see on a newspaper.
As of modern HTML5 thematic breaks are only for old times sake. A heirloom of what HTML was supposed to be.
