Why is Css hard to learn?

At the initial stages, learning css was fun coz you get to play around with examples and the rest but you will try to work on project, sometimes it seems as if you don't know anything or you skip some lessons. I would to know how you react to this and also some your experience to overcome this hurdle so that other can also learn

CSS may often feel difficult. ... It is the way CSS-class combinations work: You can not change the order of their application in the place where you use them, in the HTML where you refer to multiple CSS-classes per DOM-element. The order in which HTML refers to them has no effect, but it would be better if it did.
