Hello world, I just finished 4 courses here on solo learn, and I'm still on level 3
what is the issue or how does it work ?

There is no link between level and number of courses completed. You can see the below post for knowing how much xp is needed to level up:

If you have used hint or answered incorrectly in lessons then xp you get from completing course will be reduced, lesson completion will not help in level upgradation you can go by HonFu's code first and then you may search for posts to gain xp.
