Yes, this will reduce the times of modification to the project and you must do a system analysis of the project before coding the project and when you have finished coding a specific part you send the customer and take an opinion and so on until the project ends

If you are not given a mockup then you have to design it yourself. You can however ask for the client preferences in areas like colors and personal information to display. However you are the designer so you can't be asking the client how to design the site.
