Can anyone can create a Python program for a keyloggers

it should record all keystrokes by keyboard

yes but you need external libraries and it's not illegal. if it was, python books having keylogging tutorial would not have been sold legally. it depends on your usage. you'll need pythoncom pyHook win32clipboard

Yeah, that's illegal: you can only use it on your computer, actually, or if they agree to let you use it. You mustn't install it without them knowing
