Can apps like Evernote or any organizing software be done with python? If not what programming language?

Sure it can be done in python. After all it is a general purpose language.
In addition you have "easy" access to build all the layers of a program of such kind. For example, you can use pyQt for the user graphical interface. You have drivers for data bases and can easily manipulate files.
So, python has all the facilities to make the task doable.
