I know a little about html css and want to create an app. Should i persist on learning first or freelancing would be better idea

What ever you have learned use that in building small projects, upload it on Sololearn, GitHub, your personal site, LinkedIn or any platform(s), you feel comfortable about, this will increase your knowledge and will showcase to the hiring person or the project provider that you can do things. Plus there's no end to learning.
