It depends on your time of day. It's different for everyone. Some people can concentrate better at dawn, others evening and even midnight, while some very strange people reach peak concentration in the "afternoon" with rock music playing in the background.

It depends if your morning or evening person. It can also vary on availability also.

Supposedly the best time for learning is late morning, probably between 10 AM and 12. This is when you are fully awake but not too tired. It has been shown this is when your brain works best.

Depends on who you are and what you do
If you are a student that is not studying a computer science related course or employed in a business that is not coding related, I'd say weekends and holidays are good time to code.
However, if you do not fall in the category of any of the above mentioned, then I'd say
