You can be a freelanceer with almost any language, though languages like C,C++ and C# are not usually the best bet.

A very good language for freelancing in 2019 is Python.
It's easy to learn, lots of job opportunities, lots of predefined code and it's also great for beginners.
Another language is Swift. But the limitations of Swift is that it's only for iOS app development.
So for 2019, you should go with Python
