There can't be THE BEST way to learn anything since my way could differ to yours. But, Angular website offers a good startup tutorial for newbies. Link here : https://angular.io/tutorial . I find it really feasible and a best way to start off Angular from here from my perspective. Besides you can find tons of Medium articles which cover on how to start off learning angular for a newbie. Keep exploring and find something that works for you :)
