Basic requirements are a server with ngnix, apache, iis or some other equivalent.(nearly every hosting provider has something like that)
Then you need to decide if your page should be static or dynamic
Static you don't have anything backend running like a sql database and php for a comment section. With Dynamik you can do theoredikly everything a pc can do
If you have the code for it.
Not necessari are a domain(Google.com etc)
Or an ssl cerificate
