Flutter is best for app development because google support to flutter. and flutter documentation also best its provide step by step guide and flutter community increases day by day and i have developed many apps in flutter.so i suggest start with flutter .

If i have to choose from those two i would go with react native.

But if you have the option to go for something else i would suggest ionic.
Or even just go with android studio.
