Python is a programming language.
Oracle is a software company.

It's a language that can be used in different platforms. e.g. SQL is used is Microsoft's SQL Database and by Oracle on his database management platforms.
That's why there are different dialects. Each platform tweaks (extends) the basic language to his/her own needs.
