Would you consider Atom a text editor or an IDE?

I just read a comment on a forum, someone was ripping this poor guy a new one for calling Atom an IDE. Which would you consider it?

We have had a few discussions on this ourselves, in SL. The thing is, when it comes to programs like Atom, VS Code, it can be both. With the appropriate plugins and add-ons, what is originally a plain text editor can become a full-fledged IDE.
