someone please explain me about charset , meta and UTF-8

utf-8 is the same as the ASCII charset in the first 7 bits. The eighth bit gives it scope to accommodate international charsets; if set it will use more than 8 bits per character. Traditional ASCII used only 8, or, strictly, 7. meta is just part of an HTML page, in the head, although I'm not sure of your context, it's basically scope for a lot more attributes.
