Can I learn how to code and be able to program (useing sololearn only)??

You can learn the foundations on sololearn.

But after that you have to use your new found knowledge and either create a project or challenge the world in competition.

Sololearn never teaches us how to setup text editors and IDEs and compilers and related setup. These are the most confusing steps for beginners. You'll still need a lot of help after completing a course here. E.g. C++
