Why it happens ?

Question

Currently I am working on my project, it is currently working but still in progress (improvements awaiting ;) ). So my question is that kind WHEN you click on the country you will have dialog box with information and this dialog box has a yellow border. And now when you making a window smaller (width of the browser window) the border starts disappearing from the left. Yes it is not so big deal but I don't know why it happens, probably some div layers are overlapping --> you can see it here --> pracaonlinedziennik.pl/portale-praca-dookola-swiata-polskie-zagraniczne/
