I would say purely Business Logic.

Btw do you mean, a payment system that utilizes only phone( this would be a massive undertaking)

Or

some services that utilizes unique phone numbers to make payments on top of existing Bank accounts, like dozens of apps that keep on popping up everyday.

Or

Some independent unit where you have a separate account and will use phone payment directly over it or through it. (something like PayPal for phones)
