I like to design my own HTML webpages or buy suitable HTML theme to build corporate websites for my clients. And I add CMS using ProcessWire once the website has been fully done. ProcessWire CMS is easier to add on to HTML web pages, with all the data fields that could be customised by clients if they wish to changed the contents or styling later.

It depends. If, for example, you have a non-technical client that tells you before the beginning of the contract that they want to maintain their own website after you put it together for them (instead of paying you to maintain it for them), then it is better to do a WordPress (or Wix, etc.) installation for them.
