Hi you can use any text editor, I recomend notepad ++. You can test with any .html file and your own browser. To publish your own webpage you need a webserver or host and a domain. I made myself with github pages and freenom domain. Anything else let me know.Any tutorial in youtube could guide you asap.

Yup like alvaro said, notepad++ is a great tool, there are also some other editors like aptana studio. You also can use the extension ".htm", works fine to.

if you mean making the website online, thats another story. You will need a web host(paid or free)... If you are trying to test the code, you just need to 'save as' a .html file (you can google this) and then go the file and 'open with' browser(chrome, mozila e.t.c) or just 'drag & drop' the file into the browser.
