Why java does not run on android phones when apps are based on java ?

why it doesn't run because most apps use Java as their base ,there is no app for running or creating java programs then why do apps run

I can write codes in this program but it does not use the hardware to run them it uses the internet instead

Because you need JDK that includes libraries, compiler etc.
Apps run on android because they are already compiled and packed.
You can write and run java code here, in this app.
