Can ASP.NET be used to create forums?

Question

So lately I've been into C# and thinking about going into ASP.NET because web-development seems pretty interesting too.

So I'm not interested in forums in particular, however forums have the log-in system, commenting/liking and private messaging system which I am interested in and I was thinking if ASP.NET and C# can be used for such things.

Yes you can alongside with HTML,CSS,SQL and PHP. If you want, you can just link the webpage with C# using JS.
