It all depends on what goal is involved.
Example:::
If you want

1.More control over your DOM, I will say JQUERY, React, MooTools will always be top.

2.A very good User Interface, I'll say go with React.

3.If you are into data visualisations, you will do well with D3, Chronoline, FlowChart etc

4.If you are more of a Web Gamer, I'll say you go with Pixi.js, Phaser.js, Tween.js,

If you just want an overall framework, then Angular.js will always be there for you.
