Microsoft's .NET Framework comes with a C# compiler, on the assumption that your project is written correctly you could simply use this to compile your application. Microsoft docs article (https://docs.microsoft.com/en-us/dotnet/csharp/language-reference/compiler-options/command-line-building-with-csc-exe). Visual Studio leverages this to compile C#. The file vbc.exe compiles VB in a similar manner.

for Linux mono developer would be the best. for Windows visual studio and vs code are the best, you also can use brackets. for mac visual studio, vs code and i think there's one called xamarin studio.
