Consistency is the key to that, just like with all other skills. If you don't use it, you lose it. You completed your HTML course a year ago and haven't even finished the other courses you began that compliment HTML, so I can't imagine that you've spent most of the past year working on developing these skills. It's no wonder you've forgotten what you learned. So this is what I recommend. Go through the HTML again to refresh yourself. Then finish the CSS and JS courses. When you're done, learn jQuery, PHP, and SQL. Afterwards, start creating some websites using all of those technologies; you become fluent through consistent study and practice.

Learn HTML and after practice every day. Learn CSS and practice together with HTML. Learn Js practice together with the other and so on. Try to repeat every day!

it depends on what you want to do. but it all comes down to practising and looking at other people's code. spend a good amount of time troubleshooting code
