instead of making your own, its way more fun and easier to just recreate some of the popular web pages. try making your own facebook or instagram page. Make a exact copy of the google home page. Or just search up "websites" in the images section on google, find one you like, and try to make it. Thats how i got my design skills without staring at a blank sheet of paper.

Cant agree with recreating,its not so fun as creating your own...
But yep,as practice-much better if youll try something from real project,so you'll met problems and learn how to solve them.
I suggest making pages from psd(photoshop) files.
So youll kill 2 rabbits at once - learn how to work with PH and practice at constructing pages with all its problems and thingys,images,styles,fonts e.t.c
