The best language for competitive programming is the language you want to get better at. If you are or you want to be a software developer, you're going to spend a lot more time developing than solving competitive programming puzzles. When you're a competitive programming beginner (as most contestants are), the language won't matter too much (as long as your online judge supports it). But after you have spent all that time learning to solve programming puzzles, the language you'll be most fluent in is the one you have been using. So you might as well pick a language that you can use for professional development or side projects. in competitive programming, the most common languages are c++, c#, pascal and java. as for the best platform, as long as it uses an IDE that is up do date, it should be good enough
