To publish a webpage, make sure you have the webpage exactly how you want it. Then buy a domain name like www.mywebsite.com, and find a hosting server. I have never done this but these are the steps.

you can get a free domain at
http://000webhost.com
you will get a fancy domain bit it's free.
create an account, get your cpanel credentials and upload your webpages in the htdocs folder.
there are other free hosting providers but I did not try their services in person. I'm not involved or sponsored by them: only tried twice without issues
