It depends. It is true that most of the documentation is in English, but that has changed, most of the languages have begun to offer their documentation in several languages, so they are much more accessible. In any case I think that having a medium level of English would be enough. I don't consider my English very good (I am Latin), but I can read almost any text without problems and express my opinions (or at least I try lol)

Honestly, intermediate knowledge of English should do. Since most popular programming languages are written in English, you just need to understand how these languages work and the syntax.
