I am pretty sure that Artificial intelligence is AI not IA.
Then as Alan Turing pointed out, any solvable program can be solved using any Turing complete language. So it's just a matter of algorithm, if you have one, you can implement it in any language of your choice

Python is a general purpose programming language. And it is a flavour of machine learning guys. So yes that's a choice.
But you asked if it is possible to create an AI system with C++. And the answer is yes. You can create an AI system in any language, if you can in python. C++ too.
