Why can't I submit in Quiz Factory?

Why can't I submit a html or CSS question in the quiz factory? I can see the ones I answer have been user submitted.

the html quiz factory has been shut down obviously due to the nature of crappy questions being submitted.css quizzes do not exist so there is no css quiz factory
