You could, but your best bet is to stick with code that fits the project and the projects projected audience. Think about what technology your audience will be using and utilize that information.

It is also best practice to use the latest available as browsers are constantly updating to provide the latest and deprecating old things. At their fundamental level HTML and HTML5 aren't very different so I see no reason to use HTML over 5. Unless for some unbelievable reason someone is demanding you use the marquee tag. Honestly with how fast browsers iterate these days I wouldn't use anything less than HTML5 and CSS3 for any project.
