Any framework?

is there any framework that I can write anything over the image and also resize n drag n drop that text in the image I can try caman js but can't do that any suggestions thank you

thank you for your comments mike choy bt this is not I wanted there is a image and over the image I want to write something and I want that text resize and drag on the picture
