Hacking is not a crime but cracking is. But no one differs between two generally. Actually, hacker refer to those who have extra abilities in computer or say, coding. Being hacker, is extraordinary but doing hacking for your malicious intents or say, cracking is illegal.

Yes, it is illegal in most cases, of course that is dependent on what you do. The word Hacker has many connotations normally used pejoratively or as a synonym for Cracker.

Hacking is not a crime, unless you're a "Black Hat Hacker". They crack passwords, databases, etc. They do it with a bad intention. White Hat Hackers, also known as Ethical Hackers, hack into systems, wifis, passwords etc. to improve their security and test the original security. Like you might work as an Ethical Hacker for Microsoft, exploiting the bugs and helping them to fix them.
