meta tags could be used to show when last the page was revised and also to refresh the page. Using meta tags rightly, could you help your page be amongst some of the first results or nah?

Being a top result would fall under SEO, search engine optimization. Personally IDK if meta tags effect this, but a keywords property should. Then somehow search engines will decide how relevant your page is to the search results and rank it against other pages accordingly.
