Which web browser would I use to test my web design on to see if it functions properly for visually impaired users?

There's also a website that functions as a tester it's called Browserling (browserling.com). Only downside is that your website has to be online already if you want to test it.

All of them since all of them functions differently and has different built-in CSS (e.g. that's why the default font looks different on MS Edge and Chrome for example). If I were you I'd only test for the 3 major browsers: Chrome, Mozilla and Edge.
