Why there's explained that the "in" function is exlusively of sets?

I saw it also in lists.

'in' keyword is used generally for every iterable object, not only set and list. it can be a string, dictionary, range, generator, tuple, etc.

That might just be a mistake, it happens, but someone should report it if it is an absurdity.
