What coding languages are you trying to use? As mentioned in your other thread, I'd recommend going with a VPS instead of shared hosting. I'd do a search on "VPS hosting" and just look around to find a decent price that's within your means. Also, I believe AWS Lightsail allows you to test out their cloud VPS services for free, so that's worth looking into and see if you like it. I've had good experience with AWS services in the past. With that being said, there is a LOT of options you can choose from, so you'll want to investigate a little on it.

Oh, if you're using normal web technologies, then ANY web hosting is going to include that. That being the case, look into normal web hosting and you'll be alright. It'll be cheaper, but at the expense of freedom to control the server however you want. You could probably find some hosting for about $4-5/mn.

I don't believe SoloLearn will ever have their own hosting for members; they're focused on what they specialize with. However, if you download WebMatrix 3, you could run a web server locally on your computer while you're learning/developing. It'll act as a server on the localhost for you. Then once you've master your techniques and create a good website, you can easily get web hosting at that point and then upload the site to the server. It'll be cheaper doing it this way while you're learning. Best of luck!
