How to smoothly scroll within a page using anchors with section id

Question

The document consist of multiple naviational links as anchor referring to IDs of the different sections.
I want to scroll the viewport to that section without appending ID of the section to the URL when clicked to the associated anchor.
Also the Scrolling should be smooth and visible.

I have code something like this, and I want to scroll it smoothly with heading visible. Heading are underneath the nav.
