Easiest is HTML, and that's because it's not programming, it's text formatting.
Next easiest is Scratch, but don't learn this unless you're a young kid or are just super struggling with learning programming. It's very limited.
And the one I recommend the most is Python, well renowned as a language for beginners that can acomplish some serious tasks.

i want to learn PHP later, but JS is very hard to Understand, so I must have good understanding about JS before going to PHP,
from now HTML is easy I thought.

I guess the easiest one to learn is python as it's now so complicated to understand, but the complexity it might produce is pretty high. Therefore, bugs are very hard to be detected, unless you use one of those programs, such as checkamrx. That is why I recommend on practicing a lot.
