Code to code

Question

How much time would it take to create a code in any language to create something that allows you to code? Like the code playground in sololearn. Can we actually create a code playground ourselves(not for multiple languages just for one, say ruby)?

i have seen some friend here making a code on this for a long time & was successful to some extent

edit :: not think it as complex , take a paper & pen & start the work now ,
i am also thinking to try it , my own language made in java language

You definitely could do this, though it will probably take a lot of time and effort. I have never done this personally but it possible.
