I don't know of many programmers these days who aren't expected to have the "bigger picture" in mind, but the idea is supposed to be that developers are programmers that are closer to the business concerns (whole app + user experience, etc.), while programmers may be able to focus on just their little section of the code base without worrying about extras. I think this is more of a thing that recruiters and HR people dreamed up. You might mentally put programmers in 2 buckets: Those that value user feedback as the lifeblood of the app (label as "developer" for lack of better term) and those that value the app specifications (label as "programmer" for lack of better term). It would be more useful if people self-identified better so people hiring could actually make use of these labels, but that would make recruiting too easy. đ Subtly, it's a culture fit indicator. Have you ever submitted a technical support ticket and received the response "This is expected behavior. Issue resolved."? Yup.

Here's one for developers vs designers:

Sometimes a designer doesn't code at all (but knowing coding is a very useful bonus). They might focus on pulling together graphics, branding, UI, and UX, with Adobe Illustrator (or equivalent) and a wireframing software.
Just expanding on previous answers.
I hope this helps.
