You have to know Java or be familiar with object oriented programming a bit (thus learning Java wouldn't be a big deal after that) and XML knowledge is also welcome but it's not necessarily a requirement for a smaller app. You have to download Android Studio if you want to develop in Java.
Another way to develop is to develop in C# with the help of Xamarin which is basically a plugin for Visual Studio.
