What would be the best game engine to develop a Civilization-like?
Would it be Unity (C#) or UnrealEngine(Blueprints + C++)

I have some game development experience, I developped a basketball game and some Console games in Java and C#.
The game in question would be like the well known "Civilization", a turn-based strategy game which you could play multiplayer in local, like, you would be able to choose a number of player (between 1 and 4) and each player would be able to create his own civilisation.
The playerController would be the mouse and the HUD would be the same for all players except for the stats that will be print which will correspond to their own civilisation.
They would have to expand themselves by placing buildings that would increase their influence.
Hope I'm clear, cause English isn't my native language and I'm quite tired right now x)
