Question

Choose your own clear text which is about 10 lines.

Let the program encode the text by "shaking the alphabet".
It means each character is assigned to another one. (Accidently the same may occur)
Try to decode using letter frequency.

You will see - the result is terrible!
Now use the frequency of the clear text.

I did it with the frequency of the clear text as general frequency.

if all frequencies are different, the text should be the same after coding/decoding.
But fortunately it is not the case and the text is a bit different.
