Is ruby a scripting langage or a programming langage?

Is ruby a object oriented programming langage or a scripting langage?I've asked this question because most people consider it as a scripting langage but,it has everything of a OOP langage like java,c++ such as classes,objects,inheritance,abstraction,etc.
