Doubt it? I haven't used Turbo C in what feels like decades, but if I remember correctly, I only remember being able to write C/C++ code with it. I haven't looked into Turbo C in a long time, so I don't know how or if it's changed any since back in the day. Everyone has their preferences, but plenty of better compilers/editors than Turbo.

I'm not a Ruby developer, so I can't advise you on what you should use for it. However, I'm positive that any course on Ruby will mention something you can use in the first couple lessons.

Turbo c cannot be used in web development. It's 90's compiler which used to build old windows desktop software.
