what do I need to learn before I can build an app? and how do I go about it

Use cordova you can build apps targeting a wide range of platforms ,Android, iOS , Windows etc,
Or try using Android studio for building apps in java and XML only for Android

If for Android, best would be to equip yourself with Android Studio and some decent knowledge of Java.
